The next meeting of the DPA’s Digital Single Market Group will take place on Tuesday 2nd June from 10.30 to 12.30 hours in Westminster, chaired by Malcolm Harbour CBE (former MEP and Chair of the Internal Market and Consumer Affairs Committee – IMCO).

The meeting will focus on discussing and agreeing the DPA submission paper on the EU Digital Single Market strategy, comprising the following issues:

  1. Standards – highlighting that technologies like the Internet of Things and cloud computing need to be scalable and interoperable at a global level to successfully unlock their full potential: sponsoring the creation of Balkanised EU standards is not an effective solution.
  2. General Data Protection Regulation – emphasising the collateral damage a poorly conceived GDPR regulation could inflict upon the European DSM.
  3. Consumer issues – supporting the development of a set of mandatory contractual rights which would be enforceable under the national legal framework of each member state (for the cross-border sale of tangible goods) and the harmonisation of rules for the online purchase of digital content.
  4. Data localisation – emphasising the importance of avoiding the invention of new approaches to data localisation when the digital data market is already well served by internationally recognised and globally interoperable standards.
  5. Platforms – underlining the importance of avoiding ill advised and disproportionate regulation against platforms, as they are popular with consumers, generate high levels of customer satisfaction whilst simultaneously driving European exports (especially for SMEs) and job creation.

At the last DSM Group meeting on 6th May, it was proposed that the DSM Group should serve as a high level strategic forum which supervises the work of 3 new specific working groups (subject to appropriate support and engagement from the DPA membership) which would focus on:

  1. Skills to support the DSM and international competitiveness
  2. Data protection, data location and the free flow of data
  3. Platforms, consumer issues and competitiveness
